Earlier today, the Welsh Government published the Offshore Wind Task and Finish Group action plan for 2025 – 2026.

This green industrial revolution has the potential to create a lasting legacy for the economy and communities of which all involved will rightly be proud.” – Welsh Government
The offshore wind task and finish group was established at the start of this year to help the Welsh Government maximise the opportunities for Wales of the offshore wind developments happening around our coastline. The group set out to ensure the successful deployment of Offshore Wind (both floating and fixed) around Wales’ Coast, and that these deployments brought benefits to Wales, such as jobs and the creation of sustainable and successful businesses.
Wales’ offshore wind opportunity is valued at around £32 billion. Initial FLOW deployment in the Celtic Sea could generate at least 4,200 quality jobs and £1.4 billion GVA by 2035. Welsh businesses also stand to benefit from export opportunities across Ireland, France, and the wider UK market.
This plan outlines the actions needed to harness these opportunities identified by the task and finish group, and tackle the sector’s challenges, bringing together coordinated input from developers, ports, manufacturing, supply chain, and skills sectors.
Market Certainty and Stability
A clear and consistent message from the offshore wind sector is the need for market certainty (through a long-term project pipeline and reliable revenue support) and policy stability, underpinned by strong political backing and efficient, well-resourced regulation.
To address this, the action plan sets out clear steps to provide the stability and certainty the offshore wind sector needs. This includes giving early notice of future seabed leasing rounds, setting the right parameters for funding rounds, and establishing a Round 5 Forum. The Welsh Government is also working closely with partners to secure developer commitments, boost financial support, and deliver projects like a Welsh Ports Prospectus and ‘Meet the Regulator’ events. Beyond that, there’s a strong focus on supporting innovation, growing the supply chain, and attracting major contractors to help build a lasting offshore wind industry in Wales.
