France Proposes IRICC to Drive Renewable Hydrogen Demand with €80/GJ Penalty

France has opened a public consultation on a draft IRICC mechanism designed to replace the existing TIRUERT fuel carbon-intensity incentive and establish dedicated sub-targets for renewable and low-carbon hydrogen in road, aviation and maritime transport, according to the French Ministry for Ecological Transition’s Directorate-General for Energy and Climate. The consultation launched in mid-2025 and ran for four weeks, seeking input on a framework intended to align national policy with RED III requirements while signaling long-term demand for hydrogen and hydrogen-derived fuels. The paper frames the proposal as both a compliance tool and a market signal. It aims to move from an ad hoc, tax-based approach towards a structured certificate system.
